It has been discovered that a notice configuration setting is inadvertently preventing
some patron checkouts from progressing through the standard overdue and billing process.
The number of affected records is relatively few. Nevertheless, higher than normal
bill-notice volumes are anticipated tomorrow after the change takes effect tonight.
Patrons receiving these notices may remark on the delay in delivery; however, the change
should permanently solve the issue going forward and it should not happen again.
