[SWANcom] Some MessageBee Email Notifications Sent to Patrons Early

We have encountered an issue with our MessageBee SMS rollout that is causing certain patrons to get some email notices via the MessageBee platform earlier than expected. This is an unfortunate byproduct of the logic that governs our notification reports.
