[SWANcom] Manage Hold Shelf Wizard replaces Clean Hold Shelf Report

Starting immediately, a new process for managing items on the hold shelf has been implemented. Some libraries have been using this tool for some time as it was introduced with our last Symphony 3.6.2 upgrade in January, 2020.
