[SWANcom] Additional predefined manual charges created

++ Please route to circulation staff ++ In response to membership request, SWAN Member Services has created two additional predefined manual charge categories. The two new definitions are "Chicago item" and "Non-SWAN item". These can now be found in the predefined charges dropdown alphabetical list used when adding a manual charge to a patron record.
