[SWANcom] Aspen configuration freeze

Good afternoon member libraries, As a reminder, an Aspen configuration freeze in preparation for the server migration began today. This means that some functionality for library staff logins has been disabled to help us speed up the migration process on migration day and reduce downtime for staff and patrons.
