[SWANcom] Non SWAN Reciprocal Borrowers Resume Holds 9/17

As outlined in Fireside/Poolside meetings through the summer, we are at the point where the vast majority of libraries have returned to resource sharing. For libraries that have enabled resource sharing, this will be extended to non-SWAN reciprocal borrowers starting Thursday, September 17th.
