[SWANcom] Grace Periods Extended - 7 Days (to accommodate quarantine period)

Grace periods have been extended from 0 days to 7 days, and 3 days to 8 days. This change is in effect today, September 16th. Change in grace period fine accrual does not impact fine-free circulation rules. Libraries who have delayed return to pre-COVID circulation rules, due to fine accrual while items are in quarantine, may now consider this grace period extension when determining circulation policies for your library.
