Hello SWAN Board:
I met with Anne Slaughter today to discuss this upcoming meeting in further detail. Additionally, documentation was provided to me, which I have attached to the email. I combined the docs into an AM session and PM session packet, but if you'd like them broken down I do have them in individual format as well.
During our meeting, Anne did stress to me that the LLSAP definition changes are relatively minor, which you can see in the documentation. She noted that any other changes will only begin preliminary discussions at the PM session, but this would be a collaborative debate between all affected parties. Additionally, she noted that if anything does change with regard to RAILS support to LLSAPs in the future, it would be a change from in kind to direct financial support (i.e. if services were no longer offered, financial support would be given instead).
Anne invites you to email her or call her if you have any specific questions. If you would like to attend and have not already contacted me (or would like to no longer attend), please let me know ASAP so that I can update L2.

Hello SWAN Board,
One thing that I wanted to bring to your attention is that we received info from KTJ (our attorney) that all SWAN Board Officers should have certification of completion of OMA and FOIA training, completed annually. Please see below for the notation received from KTJ.
Are you guys already completing this annually for your libraries? I just need to keep copies of your certificates here at SWAN; if you could please bring me a copy next time you're in Burr Ridge, I'd very much appreciate it!
"Designated OMA officers, including trustees designated as OMA officers, must annually
complete OMA training. In fact, whenever a new OMA officer is designated, he or she must
complete OMA training within 30 days after such designation and annually thereafter."
"Like OMA officers, whenever a new FOIA officer is designated, he or
she must complete FOIA training within 30 days after such designation and annually thereafter.
Like OMA training, FOIA training is available, free of charge, on the Illinois Attorney General's
Public Access Counselor's Office's website at the link mentioned above."

Hello SWAN Board,
I just wanted to pass along some information that I received from Anne Slaughter regarding the LLSAP meeting on the 20th. I will be having a meeting with her next Monday to discuss further, as well. Here is the information that she provided me via email today, about the meeting and clarifications on what is being covered.
"I don't believe there is any need for the entire SWAN board to attend this meeting. However, it is an open meeting and they are welcome to attend if they wish. The Consortia Futures Subcommittee will be looking at a discussion draft of a revised LLSAP definition at their 1 pm meeting. It will not be on the agenda of the Consortia Committee meeting that morning. The document in the packet will include a revised LLSAP definition and likely a terminology note. It will NOT include any proposed changes to LLSAP service, staffing, etc. Jane is still finalizing the agenda and the packet will be sent out next week."
I will be happy to also send along the link with the packet and further info next week. Additionally, I am available to chat with any of you if you'd like to set up a call (evenings only for me this week), have specific things you'd like me to ask Anne on Monday during our meeting, etc.

There are two upcoming RAILS meetings being held Monday 7/20 that you should
make sure to attend either as a group or with your designated
representatives. This would mean Rich and Pierre. However, with changes
within the SWAN Board for its officers and committees obviously Rich and
Pierre will not be serving in this capacity.
I suggest coordinating with Brande since I will be on vacation for this
event. From what I see and have gotten wind of for the Futures Subcommittee,
this will entail a new definition of what it means to be an LLSAP. If those
of you needed to choose the morning meeting or the afternoon meeting, I
suggest the afternoon Futures Subcommittee which is going to be the more
weighty discussion that could quite easily define what SWAN will focus on as
an organization for the next 3 years.
