SWAN Board,
The most recent ALA Technology Reports issue is an overview written by Marshall Breeding about the current state of five open source library systems. I advised in one of the goals for SWAN's strategic plan that we begin discussing these solutions as a concept together and then engage other groups in Illinois.
I have attached the ALA report issue to this email. I am not expecting a discussion on Friday, but I would like to use an upcoming SWAN Board meeting to provide a basic introduction to the concepts behind open source communities. Read this at your leisure.
I recommend you read the Introduction and chapter 3 on Evergreen-this is the software developed by a library consortium.

Good Morning,
On Monday, 8/14/17, I met with Dee Brennan for a lunch. Dee had reached out to me and asked to meet, as she felt her relationship with the LLSAPS and particularly SWAN, were strained.
At lunch, I gave Dee a list of questions/points that I had put together from conversations at our board meetings, from my discussions with Aaron and Yvonne Bergendorf from Magic and from my own thoughts regarding the overlay project and the funding of the LLSAPS.
Attached is Dee's response to those questions/points. Please look them over and we can talk tomorrow.

This month's packet is 70 pages long. We have a lot of content to cover at this Friday's meeting - we will update you on a number of topics, including the Fees Committee recommendation, RAILS LLSAP funding, missing in-transit, the Usability Study, and CPL. We'll also do some follow up discussion to our June 30th Board Retreat. Rich will need to leave at noon on Friday, so we are still hoping to be extra efficient but we can re-evaluate as we get closer to noon to see where we stand with lunch.

There are three policies for approval: Circulation Policy, Vendor Policy, and Network Policy. These have been reviewed and edited by SWAN's legal counsel, Greg Smith from Klein Thorpe Jenkins.

SWAN Board:
The Bylaws Committee have completed their final review and updates to the redlined doc and are happy to share that with you today, for your final review and feedback due to us by Friday, July 14th. This will allow us time to discussion and incorporate your suggestions, but still get the revised doc to the membership in time for their 45 day review and then vote at the September Quarterly meeting.
We have also attached a short memo draft to this document, which highlights the main changes that were made. We welcome any suggestions or input to this document as well.
Also, please note that we have a number of "parking lot" items for discussion in future years for potential bylaws changes. We decided to leave these until after Strategic Planning and the addition of the New19, and include the following:
* School libraries/linked to public
* Joining Fee (board determines, membership determines, amounts?)
* "Active Membership" when live and circulating, when to pay fees (i.e. New 19)
* Quorum - Quarterly a meeting of the board? Of the membership?

This is a joint communication to the LINC and MAGIC governing bodies:
The New19 migration timeline has been revised - Go-live date for both LINC and MAGIC libraries is now slated for May 1, 2018.
Over the last six months, SWAN, LINC, and MAGIC staff have been working together to coordinate the most effective plan for the upcoming migration. While our initial plan-built with the help of SirsiDynix-was a great starting point, we understood the need for flexibility in that plan and knew nothing was immune from a potential shifting of dates. Based on internal discussion, prior migration experience, and discussions with SirsiDynix personnel assigned to this project, we have decided to move away from two separate go-live dates for the 19 new libraries joining SWAN and will instead have a single go-live date for LINC and MAGIC libraries on May 1, 2018. We are confident this decision will minimize downtime for all 97 libraries and will provide the cleanest migration of data.
We have not yet distributed this information to SWAN, LINC, or MAGIC libraries, but will be making the announcement through all available communications channels this week (SWANcom, support site post, and New 19 Newsletter).
