SWAN Board,
As I shared on Monday, the RAILS support for FY16 - FY18 for SWAN is attached. The staggeringly good news is how much higher this amount is than what I had budgeted for prior. The draft budget from the January COW had RAILS support to SWAN at $220,500. This worksheet shows support will be $349,143!
What this results in is a further drop in SWAN fees for all libraries from -4% to -13%! I have attached the SWAN Fee schedule for the March Quarterly for you in addition.

The RAILS-SWAN FY16 agreement is included but there will be a separate cost sheet sent out later this week as an attachment. This cost sheet will be the RAILS revenue budget number to insert into the agreement.

I have picked "Wednesday, March 18, 2015 1:00 PM" as final time block for the "RAILS Overlay Focus Groups."
We will share this date on Tuesday at the COW, and discuss in further detail at the SWAN Board meeting on who should attend. (Sheila was the only board member unavailable)

I have no opinion on this yet, other than with new ownership, it is possible that the CEO could change. This happened with Innovative, and even more extensively where all of the III "C level" positions (CEO, CIO, CTO, etc.) changed as well. But that was more due to Jerry Kline exiting as an owner and president of the board.

SWAN Board,
Next week at the Tuesday Committee of the Whole meeting and then Friday at the SWAN Board meeting we will discuss what is called "phase two" of the RAILS Overlay Project. This project has been a component of the RAILS Consortia Committee. Phase two of the project involves putting together some focus groups within each consortium to identify organizational factors such as governance, administration, finance, staff workload, and resource sharing policies and viewpoints that will affect the success of the project. It will be facilitated by Eric Craymer of Growth Management Consulting, Inc. Eric has experience with a similar project in Michigan, called MelCat.
I have attached the overview of the Overlay Project. Below is a meeting date poll to help us determine if any SWAN Board members could be available on four dates in March. Please fill this out as it will help us determine a date we can share at the COW next week.

SWAN Board,
I received a few phone calls from board members about the Exhibit C9 document, *SWAN Five Year Reserves Plan*. I took it upon myself to fix the confusing parts of the document and brought in the current FY15 reserves plan. So please review the attached *6 Year Reserves Plan*, and toss out the C9 page in the packet.
Also, Sheila has the flu and will not be able to attend the meeting. Jim is also unable to attend. If any of you cannot attend tomorrow, please let me know by the end of business today so we can make sure that we will have a quorum.
