Hi SWAN Board--
The Illinois Governor has put in an executive order allowing OMA to have a quorum without having to be physically present. I believe this was also sent out to library directors via the RAILS email list as well.

The Governor just issued an Executive Order addressing the meeting issue. We will be sending out a client alert but I wanted you to know right away. Here's the alert.
Breaking News: Governor Issues Executive Order Authorizing Electronic Meetings Under OMA
Today, the Illinois Governor issued Covid-19 Executive Order No. 5, which addresses the concerns many local governments have expressed about conducting in-person meetings during the Covid-19 crisis.
Section 6 of Covid-19 EO No. 5 now allows public bodies to conduct meetings electronically without having to comply with the physical quorum requirement or the conditions for participating electronically in a meeting. Public bodies are encouraged to provide video, audio, and/or telephonic access to meetings to ensure members of the public can monitor the meeting and to update their websites and social media to keep the public apprised of change to their meetings.
The new also EO includes a number of new restrictions, including the following:
* The EO requires all restaurants and bars to suspend on-premises consumption (delivery and pick-up is still allowed). Restaurants in airports, hospitals, dining halls are exempt and hotel restaurants can still provide room service and carry-out.
* The EO also prohibits any gathering, public or private, of 50 or more people. This includes fitness centers, bowling alleys, and theaters. Grocery stores, hospitals, pharmacies, gas stations, banks, and shelters are exempt.
* The EO also suspends the one-week waiting period for unemployment claims.

SWAN Board,
I checked in with Ted and based on recent director questions regarding the proposed bylaws (which Robin answered nicely) I have created two online advisory votes that are ready to go out if the bylaw changes are passed.
These online votes are for the EBSCO group-purchase and the FY21 budget & fees. They will close at Monday 5 p.m. of the board meeting week. This way you will have this input for the meeting packet.
P.S. I also have the self-nomination form ready for the board election.
