[SWANboard] Vote Announcement

SWAN Board, For the SWANcom announcement, I consulted with Rich to see about making some announcement prior to the January 31st deadline. He asked me to refer what was done prior, and for the Lansing and Franklin Park approval process, we did the announcement once the "affirmative" threshold was passed.
