A quick meeting recap on these two issues:
For the support grant formula, the impetus behind the change is to create a rational and
explainable formula that reflects the goals and values of the grant program. With the help
of Grant Halter, they are looking to find the best metrics that speak to and represent
those goals.
For the confidentiality act issue with open holds shelves, the legislation that was filed
last session (but did not pass) would not allow open holds shelves. The piece in the
packet is the amendment ILA was able to get filed to fix the proposed legislation (Senate
Bill 585) but this is not active. ILA's Best Practices Committee is doing a statewide
survey on current practices with a goal of putting together best practices
recommendations. ILS vendor support, as well as consortium staff support, will be needed

Bottom line is that we need to be paying attention, understanding what is possible with
our vendor, and ready to move when the best practices recommendations are made.
These were the two biggest topics discussed at the Consortium Committee meeting.

Julie and I were reviewing the RAILS Consortia Committee meeting packet for next week,
Monday and we thought it would be good to share two memos that will be discussed.
First, there is an interesting memo on what is being discussed by the State Library, ILA,
and RAILS on open hold shelf practices. There appears to be some concerns held by state
legislators that libraries are revealing too much in terms of patron information on open
hold shelves. The memo is worth reading over, and will likely have some future implication
for SWAN’s best practices on what should be printed on hold wrappers.
Second, the RAILS LLSAP funding formula is going to undergo some revision for FY22. This
is after two years of the current formula. I am not entirely sure yet why RAILS is looking
to revise the formula, and I passed on my concerns to Julie that we need some reliable
funding formula and that it should not change every two years.
I will not be attending the Monday, October 21st committee but Julie will be there. If you
want to discuss any of this on Friday, we can talk about that prior to approving the
meeting agenda.
