I have included a memo detailing the recommended changes, and our agenda has the resolutions to approve those amendments, plus the final, revised intergovernmental agreement. Also, we have the draft of the membership survey ready for discussion. The document on exhibit page 96 provides an overview and two suggested directions for the survey.
