The Illinois State Library is proposing rules changes to the Library System Act, and there is currently a public comment process available online. Refer to this URL:

If you have not taken a look at the proposed changes, I would encourage you to do so and to also read the comments that many of your colleagues have already left. There are some significant changes being proposed, and they are worthy of your time.
This public comment phase ends on Monday, August 18th. My understanding of the next steps are as follows:
1. The draft rules changes (with possible changes based on the public comment period included) will be presented to the Illinois State Library Advisory Committee (ISLAC) in September. Here is a link to information about ISLAC:

2. After the committee's approval, it will go to the General Assembly’s Joint Committee on Administrative Rules (JCAR).

AND MOST IMPORTANTLY, I have attached a RAILS document titled “Detailed Analysis of Proposed Changes to Administrative Rules” sent to the RAILS Directors-Only email community. The RAILS comments in the document are very insightful and provide a detailed analysis of the proposed changes.
